Samdech Techo Hun Sen Boulevard has been officially launched this morning, April 3, 2017 in the honorable presence of Samdech Techo Hun Sen.Samdech Techo Hun Sen Boulevard started constructing in March of 2011 under ING Co., Ltd. This Boulevard connects Route 271, Chromos Chrouk (Kbal Tnol), the Boeung Tompun wetlands, and National Road  No. 2 in Takmao City, Kandal province.The Boulevard is considered the largest public road in the city, with a total length of 9,160 meters. Its construction is expected to improve traffic overall and to make travel from the outskirts of Phnom Penh to Kandal easier.Infrastructure has become a major focus point in the development of related real estate in the area and its land prices. At the end of March, local NGO Building Trust International will be hosting the first ever CAMBOO Festival over the course of a week in Phnom Penh’s Freedom Park. The open festival will see 6 of Phnom Penh’s finest Architecture and Engineering universities battling it out in a sustainable building competition, each school’s students designing and building bamboo displays on site for the judges. On top of this, the Festival will showcase the Kingdom's finest environmentally friendly construction and architecture technology. Realestate.com.kh caught up with David Cole, the founder and director of Building Trust International to learn more about Cambodia’s first Sustainable Design fair. David first came to Cambodia to deliver flood resistant housing to communities affected by severe flooding in 2013. Since then he has helped design health facilities, schools, recreation areas and community based ecotourism infrastructure. He lives with his wife and young daughter in the capital and the design office he opened here, COLE Architecture+Design, continues to grow and take on new projects and support sustainable development across the country and region.   1) Tell us more about CAMBOO 2017:The CAMBOO Festival at the end of March will showcase Cambodia's rich natural environment with spectacular bamboo buildings and structures providing spaces for people to get to know local industries and local artisans. While promoting natural products and social enterprises that protect and promote some of Cambodia's best assets: natural landscapes and traditional skills. Six of the top Architecture and Engineering Universities from Phnom Penh are collaborating with us to design and build pavilions for the Festival. Building Trust are hosting an international design competition for the design of the temporary central hall space which will be a main feature of the Festival. The design challenge is already gaining the CAMBOO Festival international exposure. The week long event will host stalls in an eco market space along with shows, demonstrations and daily activities for people of all ages to get involved with.2) What's the purpose of the event?We want to celebrate Cambodia's natural resources and landscape and promote the amazing new industries working with natural products and providing sustainable development strategies that protect and enhance the environment for all those living in Cambodia and Southeast Asia. I work in the field of architecture and development, we are getting asked more and more to think about sustainability. In fact it is this growing interest in materials like bamboo that has provided the name to the festival CAMbodian bamBOO.3) Who is supporting the event?We have the support of a number of organisations doing great work with Ministries of the Environment, Fisheries and Forestry. We also have the support of the Municipality of Phnom Penh who have been kind enough to allow us to use Freedom Park. We are looking for more people and organisations that would be interested in being part of the event holding classes, shows or reserving one of the market stalls to promote and sell their products. We are also on the lookout for companies that may want to sponsor the cause and advertise their brand alongside such a worthwhile event that will attract a diverse mix of people to the central Phnom Penh civic space.  4) How about the architecture competition?Building Trust international have just announced their 7th international design competition which seeks to find an innovative design proposal for a landmark pavilion structure made from bamboo. The bamboo piece will be the centre of a CAMBOO Festival in Phnom Penh, Cambodia this March. The competition challenges architects, designers and engineers to provide a design solution which has the chance to shape the future of building with bamboo globally. This is an open International competition hosted by Building Trust International to encourage wider appreciation of bamboo and its use in construction. Although relatively small, Cambodia’s real estate market scene is filled with industry-related events. It is that time of the year again when developers get the chance to see (or not) the payoff of their efforts and work, reassembled in the form of an award. For the second year in a row, the PropertyGuru Group is organizing the Cambodia Property Awards, which is set to be the biggest and most exclusive real estate awards event in the Kingdom.Last year, the debut event saw over 300 guests and VIPs, and was broadcast live on CTN’s Cambodia News Channel.Bringing together all the biggest developers in town and award them without upsetting anyone must be not an easy task. In order to find out more Realestate.com.kh met with Mr Terry Blackburn, Managing Director of PropertyGuru Asia Property Awards.The Cambodia Property Awards was launched in late 2015 as part of the then 10-year-old Asia Property Awards programme that began in Thailand in 2005 (which later on expanded to other seven countries across South East Asia and in China). Cambodia held its first gala dinner in February 2016, becoming the latest addition to the awards programme last year, which Terry described as “one of the last pieces of the puzzle.”Mr Terry believes that due to the Awards’ long history and earned credibility, they are in the right position to set a benchmark for quality within real estate, on a regional level.Developers of contemporary projects that will be completed within the next 18 months are now eligible to apply. Currently 22 categories are set for this year and each project will be evaluated by an independent panel of judges formed by top experts of the industry. The panel will be supervised by BDO, one of the world’s largest accounting and auditing firms, to ensure full transparency and conflict-free evaluations. But how can the Cambodia Property Awards set the benchmark for quality?Mr Terry explained that each project goes through a thorough onsite inspection, where the panel of experts reviews the viability of the construction and their quality, based on a verified checklist that covers different crucial aspects. This process – from nominations to choosing the winners – takes up to six months. Every real estate development is scrutinised, giving an extra assurance to future buyers. More importantly, based on existing rules of the Awards, developers who eventually win but fail to complete their projects by the established deadline, risk to have their award withdrawn. This gives assurance not only in terms of quality and design of a given development, but as well as its economic viability.Due to his familiarity with other Southeast Asian real estate markets, we have also asked Mr Terry’s thoughts on Cambodia compared to other countries where the Awards operate in, as well as the possibility of a real estate bubble: “In the upcoming months , when majority of the developments will be completed, we should have a better overview of what is being sold for occupation and what for investments. Of course a healthy market implies a high number occupants rather than speculative investments; if this will be the case for Cambodia, then a new wave of investments will come in, if not it might take a while before these projects are sold or rented out. In the latter case however, I do not see an imminent drop in price, since developers often work on tight margins.”When comparing Cambodia to other countries in Asia, Mr Terry stated: “I must say that Cambodia is small but certainly a fast-moving market, with plenty of room for everyone: I particularly see a big potential in the affordable housing, given that the Cambodian finance sector is more consolidated compared to other countries, such as for instance Myanmar, where all the payments still happen in cash and a proper mortgage system is not yet in place.”For developers who are interested in entering their properties in the Cambodia Property Awards, nominations will close on 27 January and entries on 3 February.Find more  real estate news on Realestate.com.kh

In a program with local media news, BTV, Mr. Chheang Sophanna – international sales manager of Pallas Group – said that the company plans to launch its $23.2 billion development project in March of 2017.  It will be located in the coastal area of Kampot and Kep.The government issued a license of development for to the project on October 12, 2016.Mr. Sophanna added that the Kampot and Kep project will be developed for residential holiday homes, business, and tourism and holiday homes. This is the first large-scale international project. It will be a great way to welcome foreign visitors from all around the world, he claimed.  Pallas Group is an international real estate company which is expected to occupy a total land area of 4,158 hectares in Kampot and 144 hectares of land area in Kep. Meanwhile, the company is also looking to do a similar project in Thailand and Vietnam. Kampot is situated 148 kilometres away, while Kep is located 170 kilometers away from City of Phnom Penh. Ms. Siriluck Choochart, the President of Pallas Group, mentioned that the project in the two provinces will be called the “French Riviera Marina”.The French Riviera Marina is set to become an international destination for purposes like residential, business, tourism, and film production. Siriluck cited that the company's Kampot and Kep project will create over 50,000 jobs after the construction begins and thousands more after the development is completed. And each project will be environment-friendly. It will also make use of modern construction materials and the most advanced construction methods. A state visit between the  Cambodian government and the Government of the People's Republic of China last 13th and 14th of October 2016 was participated by both Prime Minister of Cambodia and President of China.This visit in Cambodia brought about an agreement and a memorandum of understanding of 31 points related to various fields, including the strengthening of international cooperation, economy and finance (business), taxation, law enforcement, industry and handicrafts, water resource management and  irrigation, environment, and infrastructural construction.Meanwhile, in the afternoon of October 14, 2016, Sun Chanthol – Minister of Public Works and Transport – signed an agreement for 3 major construction projects with China that are expected to begin construction in 2017. The three new projects include the National Highway projects from Phnom Penh to Sihanoukville, National Road project No. 11 from Neak Loeung to Tnal Toteung, and a project for a bridge across the Mekong river, in the area of Kroch Chmar to Steung Trang.National highway Project from Phnom Penh to Sihanoukville:This project will be built and managed by a private company before transferring to the Royal Government. It will be developed by the China Road & Bridge Corporation (CRBC).The whole project will cost a total of about $1,900 million. According to minister Sun Chan Thol, this new project will be serving as a significant, convenient, and fast transportation means for both locals and international visitors moving between the two areas.  National Road Project No. 11 Between Neak Loeung and Tnal Toteung:   This infrastructure project aims to restore the existing National Road No.11 from Neak Loeung to Tnal Toteung that’s developed and managed by the Kwangchow Van An Construction Management Company. The project will cost approximately $98 million and will measure 96,481 kilometers in length and a road width of 11 meters. The Bridge Construction Project Across the Mekong River Kroch Chmar – Steung Trang:This infrastructure project will build a bridge across the Mekong River in Kroch Chmar district, Tbong Khmum province all the way to the Stueng Trang district in the Kampong Cham Province. This project will cost a total of $57 million. Sihanoukville International Airport (formerly Kang Keng Airport) was established in the 1960s. After the Khmer Rouge period, services in the airport stopped until it started operating again in early 2007. But it wasn’t until 2011 that a scheduled service was formally done.A tri-weekly trip from Siem Reap’s Angkor International Airport began in December of 2011, where it was further adjusted in 2013 to accommodate trips from and across Sihanoukville, Siem Reap, and Phnom Penh.Mr. Sin Chansereyvutha, the Director of the State Secretariat of Civil Aviation said that Sihanoukville Airport is the largest airport in the country, which may be the case for the next 10 to 15 years.He explains that the economy of Sihanoukville had increasingly grown stronger, thanks to the economic contributions of the business sector, industry sector, transportation, imports and exports, and tourism. Sihanoukville is becoming a region of great potential as well for the real estate sector as the region was transformed into a special economic zone. Another important factor is the Sihanoukville Autonomous Port, an international port. Infrastructural projects like railway completions, airport expansions, and road widening have been fast-tracking growth in Cambodia. As a result, the tourism sector is experiencing a sudden surge.  According to the Ministry of Tourism, around 2.7 million international visitors traveled to Cambodia. Leading the herd of visitors are the neighboring Vietnamese, Thai, Chinese, and South Koreans.  So, this is being utilized as a resource towards a better tourism strategy.Anticipation Builds:Though declining to communicate project cost and timeline, Chinese-owned development company Tianjin Union Development Group (UDG) announced last week that a plan to construct a coastal airport has already been finalized and that “a geological survey and initial design work has been concluded for this high-grade international airport.” This is according to a representative from UDG. The representative adds, “The construction is ready to go.”The Union Development Group signed a 99-year lease with the government and has been developing projects in its 45,000-hectare of land concession in the districts of Kiri Sakor and Botum Sakor since 2008. Along with this is the government’s commitment to deny any application to construct new airports in the area, making UDG’s development the main airport of the province.The Bigger Picture:Most of the arrivals into Cambodia go through Phnom Penh and Siem Reap, accounting to around 90 percent of visitor arrivals. In comparison, coastal areas only received 8.8 percent of visitors who mostly arrive either by sea or by land. The developers are hopeful that this move will bring that number up. This airport will be a part of a bigger plan that includes the Dara Sakor Seashore Resort and a free trade zone with ports. And much like the expansion project of the Sihanoukville airport, the construction of the new airport in Koh Kong is expected to address any possible congestion.The airport development will be a part of the UDG’s $3.8 billion dollar plan to turn Koh Kong province into one of Cambodia’s main tourist destinations. Once completed, this airport is expected to bring in planes as big as an Airbus 380 and around 10 million travelers.So, will the construction of the Koh Kong airport allow the province to soar high or struggle to fly? One of the sectors that have been booming in Cambodia right now is tourism. TTR Weekly reports an increase in tourist arrivals by roughly 3.4% from January to July of this year. In addition to that, 2,756,693 travelers from all over the world visited the country. Phnom Penh has undergone surprising changes in the last decade. Commercial buildings and skyscrapers have been and are being built, turning this once haunting ghost city to one of the newest civilized and modern cities in the world.But the changes aren’t quite done yet. A 78-storey commercial building will rise from the ashes for the first time in Phnom Penh where construction will begin in early 2017. This will add to the estimated 600 existing tall buildings – living up to the Asian Development Bank’s designation of Cambodia as "Asia’s New Tiger Economy.”A staff of the Yung Chung Company who does not wish to be named said that “the building design has been completed, and the construction is scheduled to begin in early 2017. The development will reach total completion by 2021, but its showroom will be launched in November this year.” He added that “this building will be a mixed-use development and will include shopping malls, condominiums, hotels, as well as a swimming pool and a rotated restaurant on the 78th floor.”He continues, “The detailed plans of using this building was completed, but details are still confidential at the moment. This project has already been approved by the Ministry of Land Management, Urban Planning and Construction.”Seng Lot, the spokesman for the Ministry of Land Management, Urban Planning and Construction confirms, “The ministry has already agreed to provide a license for Yung Chung Real Estate to construct a building of 78 floors.”Ann Sothida, director of CBRE Cambodia, said that as far as she’s gathered, this mixed-use business center will be built in the future. But the market is not doing good, and that could cause a delay in the construction of the project. She added that with the company’s innovative approach of the building though, this project should not have any problems in the Cambodian market once it is completed. According to her, the project will be located behind “The Bridge” building, which is near Diamond Island (Koh Pich). However, she did not show the feature details of the plan.President of CVEA, Kim Heang, said that “Investors of the skyscraper project will be through a developer from China. The project will also  occupy a total area of 4,500 square meters and will cost lower than $20 million.” He adds that “if the project owner has enough money to complete this huge building project, it will not be a problem for this market.”Once completed, it will become the 2nd tallest building in Phnom Penh, next to the 133 floor Thai Boon Roong twin trade center which is 500 meters high.Dr. Van Vat, Planning Specialist, explains that Cambodia already has a regulation to limit tall buildings. So, if our law enforcement is good, it will not only protect the heritage in the city, but it will maintain the beautiful sceneries and will minimize the environmental impact as well. The Province of Preah Sihanouk (aka Sihanoukville) is one of the three major economic poles in Cambodia. Sihanoukville is recognized for its numerous valuable resources, including offshore oil reserves, and its strong economic development in the commercial, industrial and agricultural sectors. It is also showing huge potential as a coastal tourism destination: According to Chhit Sengnguon, vice governor of Sihanouk province, there were over 1.3 million tourists who visited Sihanoukville during 2016’s first five months, an increase of around 16 percent compared to 2015. Read full article: “Sihanoukville Property Development Rising Alongside Tourism Boom” According to a recent BayonTV report, in the presentation of the new investment project to the provincial government on 25th July, Mr. Christoph Forsinetti, CEO of KC JSM Services Ltd. said that, “Having seen the potential tourism market in Sihanoukville, the international investment company, KC JSM Services Ltd, has decided to invest in a multi-development project resort along the beach of SES SAR (known in english as White Horse Beach), nearby the Sihanoukville Autonomous Port. And the project will start construction in October of this year.” According to IBC Cambodia, KC JSM Services is a property development company focusing on property development at all stages, from concept design and master planning to property management. Since 2012, the company has worked closely with the Royal Government of Cambodia in relation to policy for the development of the coastal areas of Cambodia, in accordance with the “Industrial Development Policy 2015 – 2025”. “This multi-development project is located in village 3, sangkat 3, of Sihanoukville City; and the new development will occupy almost 60,000 square meters of land area, with a total investment cost of around 119 million dollars,” Forsinetti confirmed. He stated that his company has spent 4 years accessing the environment impact and other potential problems of the planned project before confirming their investment in Sihanoukville, and has provided suitable solutions for all circumstances moving forward. In total, the development will require approximately 2 years to complete all necessary infrastructure. KC JSM Services will offer not only tourism services, says Forsinetti, but also employment opportunities for around 3000 local workers, paying a minimum salary of $200 per month. In regards to this new investment in Sihanoukville, Mr. Van Chanthorn, the CEO TownCity Real Estate, said that there are many big projects underway in Sihanoukville currently, such as the Camhomes project, D’Seaview, and maybe a new airport project underway soon. “This ongoing investment in Sihanoukville will naturally bring more people to live there,” says Chanthorn, “and the price of real estate will also increase in the coming years.” He added that, “This new project, white horse resort, is a very good investment in Sihanoukville because it will bring multiple benefits; One benefit is a direct advantage and another is an indirect advantage.” He explains that this new tourism venture will provide direct benefits to the people of Sihanoukville province in terms of employment and income opportunities. Meanwhile, its will benefit the province indirectly, as the flow-on-effect shall be more investment in Sihanoukville as the tourism industry continues to increase. Chanthorn says, “More visitors are coming to visit Sihanoukville to stay at resorts like this, and these visitors may also consider investment in Sihanoukville real estate in the future.” But Mr. Den Sakal, CEO of Universal Real Estate, a realtor based in the province, stated that this is a very high-end project, and hence it will not benefit the local people because of the very high price of admission. “The purpose of this project is for high-class families and foreigners only,” says Sakal. “The announcements of projects like this focus on the positive benefits of investment in Sihanoukville and dreamy ideals; but the reality in Sihanoukville does not equate to these grand proclamations. Some major development projects in Sihanoukville have become ghost town’s already, and there is a risk that others will too.”   Sakal added that, “in 2015 there was huge investment in Sihanoukville in terms of condo projects, villas and hotels. And at this time, there was still a large demand in the market. However, while investment continues in 2016, many projects now remain empty because of an oversupply in the market after the 2015 boom, and now there is low demand amid buyers.” Despite his pessimism regarding demand for very high-end projects such as the White Horse Beach development, Den mentions that the demand in the real estate market in Sihanoukville does seem to be picking up again generally in the second half of 2016. According to the latest research by consultancy CBRE, the capital Phnom Penh’s condominium supply is projected to rise by a staggering 794 percent or 19,018 units within the next two years, supported by sustained gross domestic product growth, attractive returns and rapid urbanisation.
